What is the best SEO tool amongst Brightedge Searchlights MOZ mainly looking for recommendations from the tool?

Giving automatic recommendations is difficult. Having started a similar toolset myself at Mondovo.com, I also did want to incorporate automatic recommendations based on website audits our tool would run or based on the ranking reports generated but realized that were too many possibilities/factors at play and tactics/recommendations would vary depending on the industry and theme of the site. So while I'm still figuring out a way to incorporate some kind of recommendation system, I would still say that you need to not rely so much on automatic recommendations as much on learning the skill of using the data you get from these tools and thinking how you could improve your SEO presence with that data. 

Having said that, most tools will offer basic recommendations on what you could do for your on-page optimization but if you're looking for tactics you can use to better your competitors using tactics they're using with their link building or marketing, those are things that you can only best get by actually analyzing their backlinks, their content and their ads. The tools will facilitate in getting you all that data easily to make your analysis easier but it's best if you make the decisions yourself. 

So if you're looking to identify a link building strategy that would work for you in your industry, you would run a competitive backlink analysis on the top ranking competitors for those terms and then actually go through some of those backlinks and figure out the strategy at play. If you're looking at beating them at their PPC campaigns, a tool like SEMRush.com will show you their ads and you can use that data to understand their strategy. The list goes on and various tools are available for various purposes but the basic idea I'm trying to sell is, even if you do get automated recommendations, please don't rely on them solely as the only thing you should do but also take time to go through the data yourself in more detail and draw your own conclusions. We try to make getting the data easier and also try to give you various analysis and interpretations but hope that decisions will be drawn taking into consideration your experience in the domain and industry you operate in.
